Dukwana to deliver first budget speech after assuming office | News Article

The Free State MEC for Cooperative Governance and Traditional Affairs (Cogta) will on Tuesday deliver his first budget speech since assuming office.

The speech will be based on the Department of Human Settlements and includes issues of water and sanitation, amongst others. MEC Dukwana, who prides and aligns himself with clean governance, is on Tuesday also expected to present bold steps aimed at dealing with corruption, maladministration, and fraud across municipalities. He will also allocate budgets to different programmes within the department, which are set to enhance speedy service delivery to residents.

The speech will be delivered at the Fourt Raadsaal of the Provincial Legislature this morning.

His budget speech coincides with the oversight visits of the National Council of Provinces (NCOP), chaired by Botshabelo born politician, Itumeleng Ntsube.

On Monday, three ailing Free State municipalities, including Mangaung, Kopanong, and Masilonyana came under scrutiny as they appeared before the NCOP.

These three municipalities have been faced with troubling issues with regards to water, sanitation, and dilapidating infrastructure. They also have a huge debt with service providers, which include water utility institutions like Bloem Water, running into millions of rands.

Addressing members of the NCOP on Monday, Dukwana lashed out at what he terms "personal interests" at ailing Free State municipalities.

During a presentation in the Free State Legislature's Fourth Raadsaal to members of Parliament and the National Council of Province's (NCOP) Select Committee on Cooperative Governance and Traditional Affairs, Water and Sanitation, and Human Settlements, Dukwana said these personal interests are standing in the way of service delivery.

Cogta's budget speech will be delivered on 31 March 2022.
