The Office of the Premier in the Northern Cape has called on the government spheres involved in allegations concerning an ANC Provincial Executive Committee (PEC) member receiving two salaries to urgently investigate the matter.
Premier spokesperson Bronwyn Thomas-Abrahams said Premier Zamani Saul had recently learned with concern about allegations of fraud committed by Moses Moalosi. “We view this in a serious light and therefore implore both the Department of Agriculture and the ZF Mgcawu District Municipality to investigate the matter and if there are instances of fraud found, the department should immediately employ corrective measures.”

They will remain unflinching in their commitment to building an ethical state and therefore expect public servants to demonstrate unwavering integrity, at all times and act honestly, responsibly, and consistently in their roles, Thomas-Abrahams said.
It is expected that public servants should prioritise public interest over personal gain. “The Office of the Premier will continuously monitor this situation to ensure this matter is adequately addressed.”
‘We have decided to suspend Moalosi as a PEC member’
The ANC in the province has since suspended Moalosi. Provincial spokesperson Thabo Mothibi said they do not take the allegations lightly. “We have decided to suspend Moalosi as a PEC member. For the duration of his suspension, he will not be allowed to take part in any of the ANC’s activities.”
The investigation will be accelerated, and if it reveals severe misconduct that highlights the seriousness of the accusations, a disciplinary hearing will ensue, potentially leading to expulsion.
Pakes Dikgetsi van Cope has accused the ANC of enabling Moalosi to receive two salaries due to the party’s practice of cadre deployment.
In March 2021, Moalosi stepped down from his position as the district speaker of ZF Mgcawu District Municipality. There are suspicions he might have been reemployed by the municipality, as the most recent payment made to him by the municipality is dated April 2023. In the documents obtained by OFM News, the municipality has disbursed payments to him exceeding R35,000 per month for February, March, and April.

In another set of documents held by OFM News, Moalosi officially accepted an employment offer as a portfolio coordinator at the Department of Agriculture on 5 December 2022 and started working at the Kimberley offices the following day. The duration of his initial contract remains uncertain, as he signed a subsequent contract several months later, which extended his employment by six months.
In the contract, Moalosi's annual salary is stated as R811,560. Dikgetsi was concerned that there has never been such a position within the department.
OFM News is awaiting a reply from the Department of Agriculture and the ZF Mgcawu District Municipality.
