The defenceless but defiant residents of ward 47, which include Heidedal in Bloemfontein, on Wednesday 14 August 2019 held their own against the troubled Mangaung Metro Municipality (MMM) in court in the controversial bus project case.


Residents represented themselves while they faced off with Advocate Craig Snyman who was arguing on behalf of the Metro against these residents in a bid to obtain an interdict against them. This after the site contractor claimed residents intimidated workers at a bus depot earmarked for the controversial Integrated Public Transport Network (IPTN) Hauweng following a series of protests. Theses protests have since led to the project in that area being halted.

A member of the Project Steering Committee, Donald Constable, on behalf of other accused in the matter argued that the summons against them took them by surprise since they were only issued late on Tuesday, which did not give them much time to go through the papers and prepare themselves. Constable further argued before FS High Court Judge, Martha Mbele, that it was in the best interest of justice that the court grants them two months to prepare for the case, however, Judge Mbele postponed the matter to 19 September 2019.

Snyman further argued that the construction must be allowed to continue without any disruptions from residents as the continued delay is affecting the coffers of the metro with thousands of rands being lost. The accused will now have to explain to the court why they should not be removed from the Project Steering Committee following allegations that they were unduly elected. The Community Liaison Officer (CLO), Saintes van Wyk, says following the court judgment he will now call a meeting with residents to find a way forward. He says he doesn't understand why only residents of ward 47 are being dragged to the court despite several other similar protests by other wards.
