Less than half of the individuals working in the Free State provincial government are working to move the government forward.
The provincial MEC for Finance, Gadija Brown made an estimation of about 15% of the 63 000 employees in government are the ones working to see the province in a better state.

The estimation was made today when the chairperson of the Black Management Forum, Mosebetsi Dlhadlha commented on how 63% of the budget goes to salaries of employees.

Brown believes most people do not work for the betterment of the province, because of the managers they have.
She previously stated 70% of the HOD’s in the province are only acting.
