The state of the Joe Morolong Municipality and its inability to provide adequate services to residents is a cause of concern.
According to the Northern Cape Legislature, more needs to be done to ensure water provision to communities, to fill vacant positions, and to hold those who are liable for irregular expenditure, accountable. Addressing the municipality during an oversight visit, Speaker Newrene Klaaste said she is pleased there has been some progress in terms of resolving political fights in council and bringing some sort of stability at the municipality, but could not shy away from issues that are still outstanding. She highlighted that these include poor audit outcomes, lack of consequence management, and unauthorised expenditure exceeding R500 000.
Klaaste told the municipality near Kuruman they will need to address these issues as a matter of urgency and give a full report on their plan of action.
Whilst both the mayor and her municipal manager acknowledged these concerns, they highlighted that the lack of revenue collection is a huge problem. They said the municipality is mostly rural, serving more than 170 villages, which are plagued by high unemployment rates.
