Bloemfontein - The Department of Labour, through the National Skills Fund and the Unemployment Insurance Fund (UIF), has allocated R2.4 billion to finance a Training Layoff Scheme aimed at training workers who face retrenchment.


Makhosonke Buthelezi from the UIF says the scheme was introduced in 2009 as an alternative to retrenchments to keep workers in employment and re-skill them.


He says training runs for up to six months, while a variety of training options are available. Buthelezi says any employer, trade union or individual worker is eligible to apply. “The process involves working through the CCMA. If the CCMA approves, the process will then involve going through a panel where they approve a specific project. They will then appoint a relevant SETA (Sector Education Training Authority) to train those workers who are about to be retrenched,” says Buthelezi.
