Millions in debt, owed by various Free State provincial government departments to service providers, and the state of infrastructure will on Thursday be under the spotlight during the budget speech by the MEC for Public Works.

MEC Motshidise Koloi is on Thursday expected to table her department's budget at the Provincial Legislature, sitting in the Fourth Raadsaal in Bloemfontein.

Her budget speech comes a few weeks after institutions such as the Mangaung Metro and its power entity Centlec embarked on a drive to collect debts running into millions, owed by various departments, including Treasury. 

MEC Koloi will this morning, as the rest of the MECs, table the budget allocated to various programmes and divulge how much is allocated to each programme to help the department steer towards good and quality service delivery.

Koloi’s department is understood to be responsible for the building housing various departments across the province. Some of these building owes water and electricity bills running into millions of rands.

Following the engagements between the Office of the Premier, Sisi Ntombela, and Centlec Management, the Provincial Government made a commitment to pay Centlec R90 million monthly to try and settle its debt in arrears.

Several government departments in the province owe the power utility over R200 million. Meanwhile, the Metro, which is reportedly owed millions of rands by the provincial government, which includes various departments, also went on a drive to try to recoup millions of rands owed to it by defaulters.

During her budget speech, the opposition parties will be focused on departmental achievements and failures. Her budget speech will then have to be approved or not by all political parties. MEC Koloi will also have time to reply to the debate by the opposition parties.
