The Secretary-General of the ANC, Fikile Mbalula, has questioned the appointment of some officials who hold critical positions without qualifications.
Mbalula said people have been calling for the new premier of the Free State, Mxolisi Dukwana, to reshuffle his cabinet so that their friends get appointed. He explained that the reshuffling of the cabinet has to be informed by the principles and also people who take up positions during the reshuffling of the cabinet have to be able to deliver services.
During the funeral service of the late Free State Education MEC, Tate Makgoe, held at the University of the Free State’s South Campus in Bloemfontein on Sunday, Mbalula said the organisation in the province is at a point where it's falling apart as communities have lost faith in the leading party, as a result of officials who are appointed in critical positions without qualifications and have failed to deliver services. He said some of the officials failed to make the impact and legacy that Makgoe has left in the Free State, proving that he was the best of the best in the organisation.

“People are not doing what Tate Makgoe has been sent to do and he did it diligently. We keep these people because they are our friends. We keep them because they belong to our factions. We appoint people in our municipalities who have zilch qualifications! In the coming weeks Diyelele, I want you to give us the report of local government in this province, and if you’ve got underqualified people, you must tell me why!? Why do you [appoint] underqualified people and expect miracles?” he asked.
Mbalula further applauded the Matjhabeng Mayor, Thanduxolo Khalipha, for coming up with a programme and turnaround strategy that will address issues of sewage spillage and potholes. He called on other mayors in the province to follow in his footsteps. He called on all members of the organisation to do away with factional battles and unite.

“The ANC rejects the incorrigible, you can only lose in the ANC if you are a thief because you have lost your bread, but if you are a comrade you don’t lose. We have lost in conferences, several of them. Re outluwa raba ra siya le dieta mona (We were beaten to a point where we even left our shoes here), so if you believe in the ANC, you work hard, you will come back. Now, our responsibility is to build not to destroy, and work with people who see progress,” concluded Mbalula.
