#BreakingNews: Mangaung appoints new, acting City Manager─── 15:23 Tue, 22 Feb 2022
The Directorate of Social Services' head, Mzingisi Nkungwana, has been appointed as the new acting City Manager of Mangaung, following a council meeting that was held in the Bloemfontein City Hall on Tuesday.
Nkungwana replaces Teboho Maine, who was earlier chosen by the council to act in the position of the City Manager and replace former manager, Sello More. According to information furnished to OFM News, Nkungwana received 62 votes in his favour, 25 against while 2 abstained, edging his rival David Nkahiseng who obtained 25 votes in his favour, 62 against while 2 abstained. The city is yet to appoint the permanent City Manager with the post currently being advertised.
OFM News previously reported that the Mangaung Metro Council removed More in an unusual manner as the accounting officer.
However, in a twist of events, More instituted a court bid against the Metro. In his urgent court bid, he petitioned the Free State High Court to review and set aside the Metro’s decision to remove him from office. More also wanted the High Court to review and set aside the council’s decision, and also to interdict the appointment of the then-acting City Manager.

More’s application was not the only litigation against the Metro. MEC for Cooperative Governance and Traditional Affairs (Cogta), Mxolisi Dukwana, also petitioned the court to have the Metro’s decision to remove More be declared invalid and unconstitutional. Dukwana’s bid also sought to interdict Maine from assuming the office of the City Manager. MEC Dukwana turned out to be successful in this court bid.
In early February, OFM News reported that, in a two-page judgment, the Free State High Court Judge Sharon Chesiwe ordered that Maine, who was the fourth respondent in a court motion brought by Dukwana, must be interdicted from assuming any responsibilities in the office of the City Manager. This judgment comes after the Mangaung Council brought a motion to remove More as the acting City Manager merely two to three days before his contract with the metro lapsed.

Meanwhile OFM News also reported earlier that metro workers had demanded for a new City Manager to be appointed today, as they were concerned that their salaries will not be paid this month due to the fact that the metro was without a manager.
