Opposition parties have slammed the alleged wasteful and irregular spending at the embattled Bloemfontein-based Mangaung Metro after a damning report on the procurement of police uniforms.

The Freedom Front Plus’ (FF Plus) Elizabeth Snyman-Van Deventer says the party condemns all unnecessary and wasteful expenditure, especially pertaining to the Metro Police, where millions of rands were allegedly spent.

Snyman-Van Deventer says it is unacceptable that the Metro wasted millions on the metro police instead of service delivery. 

The EFF, on the other hand, has also lambasted the metro's tender processes. The EFF’s regional chairperson, Gopolang Lipale, tells OFM News that despite certain municipal procurement processes in place, tenders almost always lead to inflated prices for services, and thus wasteful expenditure.

“We believe that the tender process should be abolished in order to prevent such events from happening. Secondly, we believe that individuals and companies implicated should be subjected to law enforcement agencies for criminal prosecution.

“Lastly, all public officials involved should resign and vacate their positions immediately! There should be a zero-tolerance policy for public officials wasting public resources meant for service delivery. The EFF will definitely raise a motion in council for a criminal legal process to be initiated against both the public and private individuals implicated," Lipale adds.

Meanwhile, Snyman-Van Deventer adds that “although Mangaung is in dire need of law and order, and especially traffic enforcement, the Metro Police was an exercise in bad planning, bad management, and bad appointments. All involved in unauthorised, illegal or wasteful spending of the Metro’s residents’ money, should be prosecuted”.

A damning report on the procurement of uniforms for the controversial Metro Police has revealed how the Municipal Finance Management Act (MFMA) and other laws were trampled on.

A leaked report says the company which was awarded the tender should have been disqualified for not submitting prices on all items and delivery, and despite this, the same company received the highest order during the initial procurement worth R3,7 million whilst others received R1,7 million and R600 000.

National Treasury sent a letter to More, among others, and warned about the establishment of the metro police unit. Treasury’s Malijeng Ngqaleni said in the letter that the metro police unit cannot be a priority, given the financial and service delivery performance of the municipality.
