Free State premier reshuffles administrative heads despite controversy─── KEKELETSO MOSEBETSI 10:59 Fri, 08 Nov 2024
The Free State premier has restructured the provincial government despite ongoing controversy.
"The reshuffling of heads of departments, effective from Monday (18/11), reassigns key leaders within the provincial government, intending to foster a “dynamic and innovative public sector”, said the acting head of communication in the premier’s office, Setjhaba Maphalla.
Premier Maqueen Letsoha-Mathae has of late been besieged by legal challenges. Earlier this year, Mosa Masimene (née Masitha), Head of Human Settlements, contested the premier’s decision to move her to another department, leading to a High Court ruling temporarily blocking the changes.
But the matter was later resolved out of court. In her opening State of the Legislature Address, Letsoha-Mathae reiterated the need for a rotational approach in the administration, aiming to enhance governance and accountability. Maphalla said the reshuffling of HODs is part of the premier’s broader vision to instigate progress in crucial sectors.
“These rotations will bring new management perspectives and greater efficiency in providing public services.”

The assignment of Masiteng remains subject to ongoing litigation.
HODs Sugar Ramakarane at Cooperative Governance and Traditional Affairs, Mbulelo Nokwequ at Economic, Small Business Development, Tourism, and Environmental Affairs, and Masego Tshabalala at Community Safety, Roads, and Transport will remain where they are.
Letshoha-Mathae has faced backlash from opposition parties and critics, questioning whether these changes will lead to genuine improvement or merely shuffle roles without impact. She has, however, always defended the restructuring, maintaining that the goal is to inject new perspectives and drive forward essential changes.
Meanwhile, Maphalla stressed the new leadership framework aims to achieve stability and address service delivery challenges, which have been persistent concerns in the province.
