High expectations for newly-appointed Vaal Central Water CEO | News Article

Vaal Central Water has welcomed a new CEO to steer the water board to the next level.

The experienced engineer and seasoned board member since 2019, Luvuyo Ntoyi, officially assumed his duties on Friday (1/11). He replaced Dr Limakatso Moorosi whose 11-year tenure as CEO of the entity ended last week.

With a strong background in engineering, project management, governance, and municipal service delivery, Vaal Central Water described Ntoyi as well-positioned to lead the board amid pressing challenges. The entity is under financial strain due to mounting unpaid municipal debts, mostly Matjhabeng Municipality’s more than R6 billion.

Vaal Central Water spokesperson Lindiwe Mguni expressed optimism over Ntoyi’s appointment, noting his dedication to advancing research, innovation, and new technologies to optimise water service delivery.

“He’s committed to strengthening stakeholder relations, enhancing community partnerships, and advocating for modernised water management practices.

“His appointment represents an exciting step toward achieving a forward-thinking, agile organisation that prioritises high-quality water services,” said Mguni.


The water board faces significant operational challenges, not least of which the longstanding debts that have impacted the board’s financial stability. 

Just last week, the department of water and sanitation asked national treasury to withhold Matjhabeng’s equitable share grant funding due to ongoing breaches of the Municipal Financial Management Act.

This debt has threatened the entity’s ability to maintain critical infrastructure and sustain water delivery in the Vaal region.
