The Department of Correctional Services (DCS) has confirmed its readiness to take full control of the Mangaung Correctional Centre after nearly 25 years under private management by G4S.

Concerns persist over security at the facility, particularly after the dramatic escape of convicted murderer and rapist Thabo Bester in May 2022. 

Bester’s escape, which saw him evade capture before being arrested eleven months later, has placed renewed scrutiny on private companies managing South African prisons. G4S was given notice to leave the prison by 31 July 2023, but a court ruling delayed the process, ordering mediation between the company and the DCS before finalising the termination.

During a parliamentary debate, EFF MP Carl Niehaus criticised the privatisation of prisons, arguing that Bester’s escape was proof of its failure. 

He also questioned why the government had not acted sooner, especially after earlier security breaches at Mangaung, including a 2013 hostage situation involving a warden. Niehaus urged the DCS to ensure accountability and improve prison management.

Correctional Services Commissioner Makgothi Samuel Thobakgale responded by assuring Parliament that the department was ready to take over the facility immediately. A temporary management team was already in place, and Mangaung employees would not lose their jobs.

“If the court were to decide today that we take over tomorrow morning, we are ready,” Thobakgale said.

Concerns about whistle-blower safety in prisons were also raised. Thobakgale assured MPs the DCS is addressing the issue and implementing protection measures. 

Some individuals had falsely claimed to be whistleblowers for personal gain, but the department is actively managing the matter.
