“Investigations revealed Tiro Attorneys didn’t provide any services, and Shema, along with Tsie, who was at large before his arrest, allegedly approved the request for payment.”

The Hawks in North West have continued to crack down on corruption, arresting another former senior manager of Ditsobotla Municipality.

This time, former CFO Radikatshu Isaac Tsie (44) was released on R5,000 bail following a brief appearance in the Lichtenburg Magistrate’s Court on Wednesday (11/9). Tsie faces charges of fraud linked to the procurement of legal services for the cash-strapped municipality.

Former acting Director of Corporate Services Tsietsi Isaac Shema (53), and Tiro Attorneys Director Thouret Mampe Thabe Tiro (41) were arrested last week and released on bail of R8,000 each. The trio is now jointly implicated in a case involving the alleged misuse of municipal funds.

‘The fraudulent actions resulted in a loss of more than R460,000’

“In May 2021, Tiro Attorneys allegedly submitted a request for payment to the municipality for legal services rendered,” said North West Hawks spokesperson Tinyiko Mathebula. “But investigations revealed Tiro Attorneys didn’t provide any services. Shema and Tsie … allegedly approved the request for payment.”

The fraudulent actions resulted in a loss of more than R460,000 to the cash-strapped municipality for services never rendered.

The three face four counts of fraud, with an alternative charge of theft. Tsie is expected to join his co-accused when they reappear in court on 4 October.
