Northern Cape municipalities among best in Central SA─── LUCKY NKUYANE 12:28 Fri, 09 Jun 2023
The Northern Cape has at least four best-performing municipalities across Central South Africa and the country.
According to the 2021/22 report from the Auditor-General, Tsakani Maluleke, four municipalities, including the Kimberley-based Frances Baard District Municipality, among others, received unqualified audit opinions with no findings.
In her report, she indicated that six municipalities, including David Kruiper, John Taolo Gaetswe, and Pixely Ka Seme District received the second best opinion, which is unqualified with opinions.
Maluleke said 15 of the municipalities in that province received qualified findings whilst four received disclaimer reports or audit opinions, and two are yet to have their audit finalised. No municipality in that province received an adverse finding.
The Free State and North West municipalities have failed to receive unqualified audit opinions without findings. Some municipalities in these provinces could only receive unqualified opinions.
According to Maluleke's report, the North West's Mahikeng-based Ngaka Modiri Molema District is the only municipality in Central South Africa with adverse findings. An adverse finding means a finding that a disciplinary or impairment matter exists.
The province has six municipalities that received disclaimer of opinion audit reports including Kgetleng River, Madibeng, Lekwa Teemane, Maquassi Hills, Naledi, and Ratlou municipalities.
If an auditor cannot complete the audit report due to the absence of financial records or insufficient cooperation from management, the auditor issues a disclaimer of opinion.
