A North West Provincial Legislature Portfolio Committee has challenged Premier Bushy Maape to account for the alleged irregular appointment of Social Development's Head of the Department (HOD).

The chairperson of the Committee on the Premier, Finance, Cooperative Governance, Human Settlements and Traditional Affairs, Aaron Motswana, says questions about the legality of the HOD’s appointment date back to June 2022. He adds that there are concerns over the slow pace at which the Executive Council is handling this matter. It involves a very senior position which could compromise finances, human resources, and service delivery components of the concerned departments. 

Motswana further says if the appointment of a HOD of a particular department is questionable, Maape is the person who should clarify the issue for the public.

“We don’t know how he was shortlisted because the advert requested someone with 8 years of experience, with 3 years of senior management in government. We can’t say that person was a senior manager because we are dealing here with a HOD who is going to be responsible for the implementation and enforcement of the Financial Management Act,” said Motswana.

Motswana revealed that the current Social Development HOD, Relebohile Mafokane, obtained his matric certificate in 1998. He obtained his higher qualification at one of the unregistered institutions, while he claims to have obtained another qualification from one of the higher institutions in the country, which is still pending. He further said that they have decided to engage the Special Investigations Unit (SIU) and other law enforcement agencies to investigate the allegations of the irregular and improper appointment of Mafokane.
