The ANC’s interim structures in the Free State and North West are yet to hold their provincial conferences despite the cut-off time looming.

The ANC’s Interim Provincial Committees (IPCs), which were installed following serious factional battles within the party, continue to face serious challenges from different branches. In the North West some branches, including some in Matlosana and Bojanala, are at odds with the IPC, led by its co-ordinator, Hlomane Chauke, who has seen much criticism from party members. 

The Free State IPC’s spokesperson, Oupa Khoabane, says the interim structure is in the process of visiting branches to assist them in preparing for their conferences, especially those that are ready, and work on reviving those that are defunct. 

In April, the ANC’s National spokesperson, Pule Mabe, said the ANC was set to receive a report on the provinces but they expected provinces to hold a conference between May and June.

However, Khoabane has revealed that the IPC has adopted the road map which must culminate with the Provincial Conference in September 2022. “The members are expected to renew their membership and ensure that they appear on the branch registers. This will be amplified through the Siveze campaign. The work of uniting and renewing the organisation is continuing without hindrance and we hope that at the time of going to the provincial conference, much would have been achieved,” he adds.

In the North West the IPC’s spokesperson, Kenney Morolong, said the IPC has resolved that the provincial conference should convene by not later than the second week of August 2022.

“The discussion between the IPC officials, NEC deployees, and the Secretary-General’s Office are ensuing on these developments. The IPC is firmly committed to ensuring that all disputes are amicably resolved and legitimate delegates chosen by branches participate in the Provincial and Regional Conferences, and we call on all branches to convene Branch General Meetings to ensure that national policy documents are discussed as a branch remains the place where the ANC policy is discussed and formulated,” he added.

In 2021, the Bloemfontein-based Supreme Court of Appeal (SCA) in the Free State set aside and declared as unconstitutional and unlawful the ANC's provincial conference which was held in May 2018.

In 2018, the former premier and chairperson of the ANC’s PEC in the North West, Supra Mahumapelo, resigned following violent protests in the capital city of the province in Mahikeng. The ANC then moved to install an interim structure called the provincial task team and when its spell expired, the now IPC was then installed.
