Welkom - Free State public works MEC, Sisi Mabe, says access to finance remains one of the biggest challenges in her department.
She tabled her budget in Allenridge outside Welkom today.
Mabe said the R1,14 billion allocated to her department for property management includes ongoing and new infrastructure, as well as municipal rates and taxes payable by the department.
